Develop a common ESCO market data framework with IEA and EU JRC
Development of a questionnaire that can be used to streamline existing parallel efforts to gather ESCO market data worldwide. The questionnaire is to be developed to assist ESCO associations to gather ESCO market data in their jurisdictions, and report aggregated data to the Global ESCO Network, IEA and EU JRC. The questionnaire needs to be tested with ESCO associations and endorsed by the Global ESCO Network members, IEA and EU JRC. The IEA will release their annual EE report in April, and the ESCO market survey should have been circulated to ESCO associations, and responses gathered by March.
Develop the Global ESCO Network’s general Policy Advice for the promotion of ESCOs
Identify central elements of a regulatory framework that should be considered building blocks or parts of a regulatory ‘ecosystem’ that will make ESCOs thrive. A market may exist even if none of the elements are in place, but it will be a ‘degraded’ market, compared to a thriving ESCO market where most of the elements are in place. Hence, the ecosystem comparison.
2nd edition of regulatory barriers
Update the 2021 publication that aims to systematize the information on regulatory obstacles and potential solutions for the development of the ESCO market in different economies.
Launch of the contract library (SEFA)
Launch officially and disseminate information on the Global ESCO Network’s specific library for Contract models for ESCOs, as a subset of the existing Library, which endeavours to serve as a home to authoritative literature on Energy Service Companies.
Information dissemination
Continue the series of successful webinars for information dissemination within the ESCO association and the global ESCO community.
Subjects to be covered in 2023 include:
- IFRS16 and the impact on the use of Energy Performance Contracting
- Super ESCOs
- Expanding the ESCOpe – considering EE, RE and EV charging in common ESCO concepts
- EVO Measurement and Verification (M&V) certification programmes
- EVO International Energy Efficiency Financing Protocol (IEEFP)
- 2nd edition of regulatory barriers for ESCOs
- Launch of the Global ESCO Network’s general Policy Advice
- Launch of the ESCO model contracts library
- Operationalization of the EU EE (and Building) Directive
Actively participate in or co-organize the following events
- Annual gathering in the margins of IEAs EE conference
- European Sustainable Energy Week
- Spanish conferences on renewable energy (SPIREC) and Energy and Environment Trade Fair
(GENERA)
Newsletter
- Coordinated by EVO, launch an online newsletter with the objective to expand the information dissemination to ESCOs and a broader audience of policy makers and other interested parties.
- The newsletter will include in-depth articles on ESCO related topics and markets, as well as recent news and market development initiatives in the global ESCO community.
- The objective for 2023 is to release one newsletter per quarter.
