Supporting the development of ESCO markets in Africa – the role of aggregation and standardisation

The webinar will focus on Super ESCO development and operationalisation on the African continent, and the importance of aggregation and standardization, based on current African Development Bank programmes under implementation.

ESCOs have been struggling with the adapted financing component of their offer and the challenges that come with the need for rapid payback from their clients. While ESCO markets are thriving and developing in China, the US, the EU and more recently in Latin American countries, ESCO markets still struggle on the African continent. In this context, governments need to lead by example by investing in energy efficiency retrofit programs in public facilities (offices, schools, hospitals, street lighting).

The Super ESCO scheme has proven itself as an effective approach to aggregate and harmonize ESCO procurement and financing, as demonstrated in different shapes and forms mainly in the Middle East and in North America. The webinar will focus on Super ESCO development and operationalisation on the African continent, and the importance of aggregation and standardization, based on current African Development Bank programmes under implementation.

Luc Kevo Tossou is a Principal Energy Efficiency and Investment Officer working at the African Development Bank within the Energy Efficiency and Clean Cooking Division. Through the Bank’s Africa Super ESCO Acceleration Program (ASAP) he assists countries address ESCO uptake barriers through the establishment of Super ESCO frameworks. The Bank’s Sustainable Energy Fund for Africa (SEFA) will also support the development of harmonized regional certification schemes for ESCOs and energy efficiency professionals (energy auditors, measurement and verification professionals, etc.).
